 Assurance was given at that time of formation of BSNL and MTNL to compensate the PSUs through ADC, Reimbursement of Licence fee and grant from the USO Fund for providing connections to lakhs of villages and rural areas in the implementation of the social commitment of the government. The private companies, who emerged later, cared little for social commitments even though they were required to do so under their licence agreements. They coolly took the politicians and bureaucrats aboard their gravy trains.
